KADC is seeking qualified experts/companies to provide services aimed at increasing awareness and access to property rights among the population in four municipalities of the Prishtina region. The project aims to empower individuals and communities, particularly women and youth, to understand and exercise their property rights through a comprehensive outreach campaign.

Background

The Public Information and Awareness Services for Vulnerable Communities in Kosovo (PIAKOS), is implemented by the Advocacy Training and Resource Center (ATRC), Co-implemented by Kosovo Advocacy and Development Centre (KADC), financed by the World Bank/ State and Peace Building Trust Fund. PIAKOS, aims to address the critical need for improved access to land and property registration information, and counseling services related to property rights for women, youth, and vulnerable persons in Kosovo. The project activities will help foster the socio-economic conditions for peaceful, stable and sustainable development, by helping communities with the necessary and legally backed documentation for strengthening land tenure security, providing a pathway for their participation in the broader economy, and laying the groundwork for a more equitable society.

Objectives

  • Increase awareness of property registration processes and rights among women and youth.
  • Activate community engagement through innovative and interactive awareness-raising campaigns.
  • Increase women’s access to justice through the provision of ad hoc free legal aid services, aimed at improving the legal framework and establishing best practices for women’s rights to joint property and inheritance.
  • Empower women by enhancing their legal awareness and ability to assert their property and inheritance rights effectively.

Scope of Work

Successful applicants will be responsible for the following:

1. Volunteer Training/ Door to Door Campaign:

  • Develop and deliver a one-day training program for ten volunteers on property registration, property rights, property/cadastral services, and beneficiary identification for free legal aid; and equipping them with the knowledge and skills necessary to conduct surveys and administer questionnaires as part of the door-to-door campaign.

2. Volunteer Coordination and Facilitation/ Door to Door Campaign:

  • Coordinate and supervise the activities of ten volunteers engaged in a door-to-door campaign targeting 500 households across four municipalities in Prishtina region.

3. Community Meetings:

  • Facilitate four one-day community meetings in the target municipalities, engaging women, youth, and local council representatives.
  • Develop and deliver presentations on property registration and related services such as access to property rights and property/cadastral services offered by municipal/institutions.

4. Volunteer Training and Management/ Information Stands:

  • Train four volunteers to manage information stands in central locations within the four municipalities focusing on building strong communication and interpersonal skills for effective community engagement.
  • Provide guidance on engaging with the public and promoting property rights awareness.

Budget

The total budget allocated for these services is 2520 € [Two Thousand Five Hundred and Twenty]. Payment for each service will be made upon the successful completion of that service.

Submission Requirements

Interested individuals or companies must submit:

  • CV of the expert, or proposed experts (if a company), at least 5 years of experience in conducting similar projects/work,
  • A proposal outlining a methodology,
  • Two letters of References,
  • Additional if: Example of previous work conducted.

Evaluation Criteria

Proposals will be evaluated based on the following criteria:

KADC reserves the right to select the most qualified expert/company based on the evaluation process.
