The Kosovo Advocacy & Development Centre (KADC) and Innovation Centre Kosovo (ICK) hosted the meeting of the “Circular Coalition”, as we are joining forces with partners, donors, private sector, startups and professionals, to address sustainability and circular economy challenges and opportunities.
The coalition serves as an informal platform to foster collaboration between the NGOs, public and private sectors, aiming to bridge sustainability with creativity. It aims to empower the green and circular economy sector by fostering a collaborative and knowledge-sharing network among its members for a more sustainable future.
The Project “Fostering Circular Economy Ecosystem In Prishtina: Empowering Youth and Building Sustainability” is subgranted through the EICEE project, co-funded by the European Union and the Government of Montenegro.

Prishtinë 26 shtator 2024 – Qendra për Zhvillim dhe Avokim në Kosovë (KADC), në bashkëpunim me organizatën joqeveritare Deutsche Umwelthilfe (DUH), ka realizuar matje të nivelit të dioksidit të azotit (NO2) në Kosovë (Prishtinë), si pjesë e projektit mbarëevropian të mbikëqyrjes së ndotjes së ajrit.
Përmasat e ndotjes së ajrit të shkaktuar nga emetimi dioksidit të azotit (NO2) nga automjetet me naftë, në Bullgari, Hungari, Çeki, Sllovaki, Kosovë dhe Rumani nuk paraqiten saktë nga autoritetet shtetërore. Kjo dëshmohet në 64 gjetje nga më shumë se 300 matje të cilësisë së ajrit të kryera nga organizata për mbrojtjen e mjedisit Deutsche Umwelthilfe midis viteve 2022 dhe 2024 në bashkëpunim me organizatat lokale.
Ligji evropian kërkon që matjet të kryhen aty ku pritet të jetë më e lartë ndotja e ajrit. Megjithatë, në 64 lokacione, DUH dhe partnerët lokalë (KADC në Kosovë) kanë gjetur nivele shumë më të larta të NO2 në krahasim me të dhënat e raportuara nga autoritetet. Për më tepër, në 55 lokacione, përqendrimet e NO2 ishin mbi kufirin vjetor mesatar të BE-së prej 40 µg/m³, i cili është në fuqi për më shumë se 14 vite.
DUH kritikon mënyrën se si janë vendosur stacionet zyrtare të monitorimit që janë të vendosura dukshëm në shkelje të kërkesave ligjore, larg nga pikat kritike të ndotjes. Përveç kësaj, në disa raste, përdoren pajisje të papërshtatshme për matje.
Drejtori i Përgjithshëm i DUH Jürgen Resch, paralajmëron se autoritetet shtetërore po fshehin përmasat e vërteta të ndotjes së ajrit, ndërsa qytetarët që jetojnë në këto rajone janë të ekspozuar ndaj rreziqeve shëndetësore:
“Ministri Federal gjerman i Transportit, Volker Wissing, synon të përmirësojë cilësinë e ajrit në Gjermani duke promovuar makina të reja ndërsa eksporton makina mashtruese me naftë të prekura nga afera ‘Dieselgate’ në Evropën Lindore dhe Qendrore. Në vend që të zgjidhë problemin e emetimeve të pista të naftës, ministri thjesht po e hedh në vendet tona fqinje. Ndërkohë, autoritetet vendore po e fshehin problemin, ndërsa pasojat vuajnë njerëzit në Evropën Lindore dhe Qendrore që janë të ekspozuar ndaj ndotjes së ajrit. Çdo vit, më shumë se 142,000 njerëz në BE vdesin para kohe për shkak të ekspozimit ndaj gazit të shkarkimit të naftës NO2. Ne kërkojmë një rishikim të pavarur të të gjitha stacioneve zyrtare të monitorimit në Evropë për të siguruar që shtrirja e vërtetë e ndotjes së ajrit të dalë më në fund në dritë për publikun e gjerë. Automjetet e manipuluara me naftë duhet të riparohen me shpenzimet e prodhuesve, jo të hidhen në vende të tjera si një shpëtim i lirë nga përgjegjësia.”

Raporti i publikuar “Kontrolli i Stacioneve të Monitorimit Evropian – Rezultatet e Matjeve të NO2 në Evropë”, tregon që matjet e kryera me metoda të verifikuara shkencore zbulojnë manipulimin e matjeve zyrtare të cilësisë së ajrit në shumë vende të Evropës. Nga viti 2018 e deri më sot, janë realizuar mbi 5,000 matje të NO2 në 19 vende të Evropës. Qëllimi i përgjithshëm është identifikimi i mangësive të rënda në rrjetin zyrtar të monitorimit dhe përmirësimi i transparencës për të mbrojtur shëndetin e qytetarëve. KADC përgjatë periudhës një vjeçare (2022-2023) ka realizuar matjen e NO2 në 16 lokacione në qytetin e Prishtinës me matësa pasive si pjesë e projektit për matjen e NO2 në 19 vende të Evropës.

KADC is seeking qualified experts/companies to provide services aimed at increasing awareness and access to property rights among the population in four municipalities of the Prishtina region. The project aims to empower individuals and communities, particularly women and youth, to understand and exercise their property rights through a comprehensive outreach campaign.
Background
The Public Information and Awareness Services for Vulnerable Communities in Kosovo (PIAKOS), is implemented by the Advocacy Training and Resource Center (ATRC), Co-implemented by Kosovo Advocacy and Development Centre (KADC), financed by the World Bank/ State and Peace Building Trust Fund. PIAKOS, aims to address the critical need for improved access to land and property registration information, and counseling services related to property rights for women, youth, and vulnerable persons in Kosovo. The project activities will help foster the socio-economic conditions for peaceful, stable and sustainable development, by helping communities with the necessary and legally backed documentation for strengthening land tenure security, providing a pathway for their participation in the broader economy, and laying the groundwork for a more equitable society.
Objectives
Increase awareness of property registration processes and rights among women and youth.
Activate community engagement through innovative and interactive awareness-raising campaigns.
Increase women’s access to justice through the provision of ad hoc free legal aid services, aimed at improving the legal framework and establishing best practices for women’s rights to joint property and inheritance.
Empower women by enhancing their legal awareness and ability to assert their property and inheritance rights effectively.
Scope of Work
Successful applicants will be responsible for the following:
1. Volunteer Training/ Door to Door Campaign:
Develop and deliver a one-day training program for ten volunteers on property registration, property rights, property/cadastral services, and beneficiary identification for free legal aid; and equipping them with the knowledge and skills necessary to conduct surveys and administer questionnaires as part of the door-to-door campaign.
2. Volunteer Coordination and Facilitation/ Door to Door Campaign:
Coordinate and supervise the activities of ten volunteers engaged in a door-to-door campaign targeting 500 households across four municipalities in Prishtina region.
3. Community Meetings:
Facilitate four one-day community meetings in the target municipalities, engaging women, youth, and local council representatives.
Develop and deliver presentations on property registration and related services such as access to property rights and property/cadastral services offered by municipal/institutions.
4. Volunteer Training and Management/ Information Stands:
Train four volunteers to manage information stands in central locations within the four municipalities focusing on building strong communication and interpersonal skills for effective community engagement.
Provide guidance on engaging with the public and promoting property rights awareness.
Budget
The total budget allocated for these services is 2520 € [Two Thousand Five Hundred and Twenty]. Payment for each service will be made upon the successful completion of that service.

CV of the expert, or proposed experts (if a company), at least 5 years of experience in conducting similar projects/work,
A proposal outlining a methodology,
